Colorado 2021 Special Enrollment Period

The State of Colorado has issued a one-time Special Enrollment Period, beginning January 1st, 2021 and ending June 30th, 2021, for residents enrolled in a Medicare Supplement Plan C, F, or High Deductible F.

Colorado regulators have issued a one-time special enrollment period that allows any Medicare beneficiary enrolled in Plan C or F to switch to Plan D or G without medical underwriting needed. View the full regulation eDocket HERE and the Code of Colorado Regulations HERE

The special enrollment period:

  • runs from January 1, 2021 to June 30, 2021

  • allows those with Plan C coverage to switch to an available Plan D

  • allows those with Plan F coverage to switch to an available Plan G

  • allows those with High Deductible Plan F coverage to move to High Deductible Plan G

  • allows only one plan change per eligible person during this SEP

  • includes individuals who move to Colorado from an outside state during this period

These are the rules for this General Special Enrollment Period.

This SEP will give these individuals the option to stay with their current plan, switch their plan with their current provider, or switch their plan through a new insurance company. Individuals may make one change to their policy during this SEP and are required to provide proof of current enrollment in Plan C, F, or High Deductible Plan F. This SEP is not available to “newly eligible” Medicare beneficiaries. Policies issued after 1/1/21 are also not eligible for this SEP.

When can agents start submitting 1/1/21 apps?
October 1st, 2020.

What proof will be needed to submit for the SEP?
Proof of their current plan, ID card, or policy summary page.

How will an agent enter a policy into your e-app as GI to use this SEP?
This option is not available until November as it requires development.

What commission level will be paid for replacing another company’s policy using the SEP?
We will pay full commission on new business, and Internal replacements will be paid at the internal replacement rate per the commission schedule.

Is a new app needed to move an existing policyholder from F to G?
Yes.

Will the agent get paid for a replacement of another agent’s business with that same carrier?
No. We always protect the original writing agent.

Will the agent get paid for a replacement of a Plan F to a Plan G on an existing client of theirs with that carrier?
Yes. We always protect the original writing agent.

Anthem

When can agents start submitting 1/1/21 apps?
November 1st, 2020.

What proof will be needed to submit for the SEP?
On the 2021 enrollment kit, there is an SEP box they can check.

How will an agent enter a policy into your e-app as GI to use this SEP?
Only paper app is what we have available.

What commission level will be paid for replacing another company’s policy using the SEP?
2nd year commission will be paid.

Is a new app needed to move an existing policyholder from F to G?
Either. Clients can also call into Anthem Call Center to be changed.

Will the agent get paid for a replacement of another agent’s business with that same carrier?
No, AOR will be protected unless there is an Change of AOR Request.

Will the agent get paid for a replacement of a Plan F to a Plan G on an existing client of theirs with that carrier?
Yes, they will get the renewal amount.

Capitol Life

When can agents start submitting 1/1/21 apps?

What proof will be needed to submit for the SEP?
Proof of their current plan. a copy of their card will suffice as proof of prior coverage.

How will an agent enter a policy into your e-app as GI to use this SEP?
There will be an eligibility question.

What commission level will be paid for replacing another company’s policy using the SEP?
Full GI commissions.

Is a new app needed to move an existing policyholder from F to G?
Yes.

Will the agent get paid for a replacement of another agent’s business with that same carrier?
No. We always protect the original writing agent.

Yes. We always protect the original writing agent. The new agent will not get paid, the original agent will continue to get renewals.

Mutual of Omaha

No proof.

How will an agent enter a policy into your e-app as GI to use this SEP?
On e-app, choose open enrollment.

What commission level will be paid for replacing another company’s policy using the SEP?
Full GI commissions.

Is a new app needed to move an existing policyholder from F to G?
Yes.

Will the agent get paid for a replacement of another agent’s business with that same carrier?
No, if not with the original AOR, commissions are not paid.

Will the agent get paid for a replacement of a Plan F to a Plan G on an existing client of theirs with that carrier?
If it is the original AOR, this is an affiliate replacement.

Union Security (USIC) & Lumico

When can agents start submitting 1/1/21 apps?
November 1st, 2020.

What proof will be needed to submit for the SEP?
We have a specific form for the CO SEP applicants, info/proof of the previous coverage as listed on the form. CLICK HERE

How will an agent enter a policy into your e-app as GI to use this SEP?
It is built into the underwriting of the eApp platform and there will be a section for this SEP.

What commission level will be paid for replacing another company’s policy using the SEP?
Full GI commission.

Is a new app needed to move an existing policyholder from F to G?
Yes.

Will the agent get paid for a replacement of another agent’s business with that same carrier and will the agent get paid for a replacement of a Plan F to a Plan G on an existing client of theirs with that carrier?
Commission rate applied to the commissionable premium will be based on the replaced policies effect date and policy duration (hypothetical example: if a Plan F policy is internally replaced by a Plan G after 2 policy years, the initial higher commission rate will be applied to the new Plan G policy for the remaining 4 policy years); Replacement commission will be paid on the lessor of the replaced policy’s commissionable premium or the new policy’s commissionable premium; Commissions will continue to be paid to the writing agent of the replaced policy.

UnitedHealthCare

When can agents start submitting 1/1/21 apps?
October 1st, 2020.

What proof will be needed to submit for the SEP?
A recent letter or notice from the current insurer showing the consumer has or had the coverage or copy of the insurance card or Insurance policy page with their name and plan code on it.

How will an agent enter a policy into your e-app as GI to use this SEP?
The verbiage on LEAN was updated as of Oct 3rd. The CO SEP question was added in the GI section.

NOTE:

      • The rate displayed on LEAN is for NEW MEMBERS or for existing members who enrolled after 1/1/2020.
      • For existing member who enrolled PRIOR TO 1/1/2020, agent would have to use the rate noted on the Plan change enrollment kit/rate sheet.
